About this award
The Department of the Army's PEO Enterprise Information Systems awarded an Other Transaction Agreement to Forge Group, LLC for $86.5 million on September 20, 2024, to exercise Option 1 production and add funding under the FMS-ACES (Foreign Military Sales-Army Case Execution System) OTA prototype effort. This award sits outside the Federal Acquisition Regulation as a statutory OTA vehicle.
The agreement is a follow-on to competitive prototype agreement W519TC-24-9-2023, with ceiling value of $86.5 million and ultimate completion date of July 28, 2030. Forge Group is an 8(a)-certified economically disadvantaged women-owned small business headquartered in Herndon, Virginia. Performance occurs at Fort Belvoir, Virginia.
The FMS-ACES initiative develops a case management system combining the Foreign Military Sales case management process with flexible reporting capability and connectivity to supporting and supported systems to enable Army IT modernization. The modification exercises production options and adds funding to mature the prototype toward operational deployment.
Subcontractors supporting the effort include TD Synnex Corporation (Synnex Creative Group), a large-business IT hardware and software distributor providing integration and infrastructure services; Horizon Industries, LIMITED, a minority-owned IT services contractor delivering system modernization and cloud capabilities; and 540.Co LLC, an IT services provider with expertise across DoD operations. A subcontractor named in an October 2, 2025 modification will provide Test Lead and Enterprise Architect support services.
