Description
1.0 background the wallops flight facility (WFF) is situated on the atlantic coast of the delmarva peninsula, approximately five miles south of the maryland/virginia state line and just to the west and south of chincoteague island. Portions of the WFF property are being investigated through the defense environmental restoration program for formerly used defense sites (derp-fuds) project number C03VA0301. The entire WFF property consists of three geographically separated areas referred to as sectors: main base, mainland, and wallops island. This SOW is for conducting a CON/htrw site investigation (SI) for 16 previously identified areas of interest (AIS) on the main base (referred to as project 12). There are sixteen (16) AIS included in project 12, located on the main base sector of the derp-fuds eligible wallops flight facility (WFF) property. The main base sector was purchased by the U.S. Government in the 1940S for use as a naval auxiliary air station (naas) and naval aviation ordnance test station (naots). The potential contamination and/or hazards associated with the AIS in project 12 may have resulted from past ownership, lease, or possession while under the jurisdiction of the secretary of defense. A draft final preliminary assessment (PA) has been prepared for WFF in accordance with cercla guidance. The draft final PA should be referenced heavily in planning and executing the SI work under this SOW (USACE, 2010). 2.0 purpose the purpose of this SOW is to prepare an SI for the previously identified AIS in project 12 (CON/htrw-POL storage and distribution). This includes the following: 1) review the WFF PA/inpr report for background information about WFF and project 12. 2) prepare a site-wide uniform federal policy (UFP) quality assurance project plan (qapp) 3) prepare a site investigation work plan. 4) perform field investigation at each site to determine the presence of known DOD hazardous materials. 5) prepare a site investigation report to discuss the results for each AI.
