Johnson VA Medical Center (LAJVAMC), located in Clarksburg, WV, is issuing this request for information/sources sought notice in order to identify businesses that have the resources, capabilities, and expertise to provide home oxygen services for LAJVAMC's Prosthetic & Sensory Aids Service. Generally, the home oxygen services will consist of providing all necessary equipment, tools, materials, transportation, personnel, etc. for the renting, delivery and servicing of home oxygen equipment and also includes providing end user-level education regarding the proper use of the home oxygen equipment being issued to the patient. The home oxygen services will be provided for approximately 2,000 Veteran patients within LAJVAMC's service area. LAJVAMC's service area includes: 1. West Virginia Counties-Harrison, Barbour, Taylor, Upshur, Lewis, Doddridge, Tyler, Wetzel, Monongalia, Marion, Preston, Pleasants, Ritchie, Gilmer, Marshall, Nicholas, Tucker, Randolph, Webster, Braxton, Calhoun, Wirt, Wood, Roane, Jackson and Clay. 2. Ohio Counties-Washington, Athens, Belmont, Morgan, Monroe and Noble. 3. Pennsylvania Counties-Fayette, Greene and Washington. 4. Maryland Counties-Garrett. LAJVAMC is seeking responses to the following types of information from businesses that consider themselves to have the resources, capabilities and expertise essential to providing the home oxygen services: 1. Company name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address). 2. Previous experience in providing home oxygen services for government or non-government healthcare entities (i.e., VA Medical Centers, hospitals). 3. Common approach(es) to home oxygen rental operations . 4. Common obstacles and risks associated with providing home oxygen services. 5. Common performance standards and assessment methods. 6. Other information relevant to home oxygen services that's not addressed in 1- 5 that would be beneficial to LAJVAMC's endeavor in developing its requirement. Added: Sep 08, 2014 9:18 am This is a presolicitation notice synopsizing the upcoming release of a request for proposal (RFP) solicitation for a services contract-NO RESPONSE TO THIS SYNOPSIS IS REQUIRED. The Louis A. Johnson VA Medical Center (LAJVAMC), located in Clarksburg, WV, will be issuing a solicitation for the provision of Home Respiratory Care Therapy Services (i.e., Home Oxygen Services) for LAJVAMC's Prosthetic & Sensory Aids Service. The Home Oxygen Services are considered to be commercial services and will generally consist of providing rental oxygen equipment, personnel, supplies, transportation, reports, and facilities necessary for the provision of home oxygen services for Veteran patients at the Veterans' residences. The Home Oxygen Services will be provided for Veteran patients within LAJVAMC's service area. LAJVAMC's service area includes: 1. West Virginia Counties-Harrison, Barbour, Taylor, Upshur, Lewis, Doddridge, Tyler, Wetzel, Monongalia, Marion, Preston, Pleasants, Ritchie, Gilmer, Marshall, Nicholas, Tucker, Randolph, Webster, Braxton, Calhoun, Wirt, Wood, Roane, Jackson and Clay. 2. This acquisition will be totally set-aside for Service-Disabled Veteran-Owned Small Business competition under NAICS code 532291, Home Health Equipment Rental; the U. S. Small Business Administration's (SBA) size standard for this NAICS code is $32.5 million. The intended contract will be a single-award, 5-year Indefinite-Quantity contract. The targeted RFP release timeframe is mid-to-late September 2014. The targeted start date for the provision of the Home Oxygen Services is November 1, 2014.
