Description
National aeronautics and space administration a wants to effectively manage and market its portfolio of intellectual property IP. Information about approximately 1500 NASA patents is available in an excel spreadsheet. The full text for each patent is available from the US patent and trademark office using a manual, labor-intensive process, a NASA team identified 15 categories that span the range of NASA patents and assigned each patent into one of those categories. The results can be seen at as patents are added and deleted from this portfolio, NASA wants an automated tool to perform this assessment and classification, provide greater insight for portfolio management, and enable easier discovery of relevant IP by users. Therefore, NASA seeks an experienced team to utilize text analytics, machine learning and/or other techniques to perform the following tasks: category analysis and optimization. Analyze the NASA patent text available from the uspto and the additional data available in the excel spreadsheet using text analytics e.g. natural language processing, clustering, classification, etc., machine learning and/or other techniques to determine if the current 15 categories represent an optimal configuration or if other arrangements provide better representations of nasas patent portfolio. If another set of categories is approved by NASA, use IT for all remaining tasks on this list. Otherwise, use the current 15 categories for the following tasks. Assign patents to categories. Based on the available data, develop an automated process to analyze patents and assign each to appropriate categoryies patents may belong to multiple categories. For example, a medical sensor could belong, with different degrees of membership, to both the sensor category and medical devices category. Subcategory analysis and optimization. Based on the available data, subdivide each of the major categories defined by task 1 into a small number of significant subcategories that enhances visual discovery of IP by users and management of the portfolio by NASA. Tags. Based on the available data, automatically generate a set of tags for each patent to enable better discovery of relevant IP by users and provide fine-grained insight of portfolio details for management of the portfolio by NASA. Tags will provide a deeper, more fine-grained level of detail about the patents than is provided by the subcategories. IP referrals. Using the categories, subcategories and tags, document the contextual linkages between patents so users can be referred to relevant IP based on their selections and or searches e.g., if you are interested in patent a, you might also be interested in patents b and c. Incorporate feedback from NASA. Concurrence by the NASA technology transfer officials is vital for success. This project will provide at least three updates to NASA no later than march 18, 2016, may 20, 2016, and july 15, 2016. NASA officials will have two weeks to review the information and provide comments. The development team will review the comments, discuss options with the NASA POC for this task, and implement changes approved by the NASA POC.
