Description

Research and analysis activities are required to provide the necessary inputs to adequately perform analyses, strategic planning, project formulation, and new business development. NASA s project planning, development and analysis (PDA) office within the project directorate will conduct detailed strategic analysis and subsequent planning for test complex infrastructure investment strategies, the formulation of infrastructure projects aligned to those investment strategies, and the business case development to support funding opportunities. PDA will also continue new business development activities supporting NASA, other governmental agencies (OGA) and commercial customers. Conduct strategic planning by determining detailed research and analysis, providing technical reviews/analyses, and historical analogs of developing NASA and commercial program requirements to determine the strategic implications and demand for SSC core competencies, facility infrastructure, and concepts of operation. Develop impact analysis associated with projected changes in program technical content, concepts of operations, and funding profiles and their effect on SSC business base. Conduct trade studies and reviews using a broad base of historical and recent trend data. Resolve complex problems of prediction and forecasting which result from assumptions associated with these changes. Provide on-going research of test complex utilization for both current and future planned accommodations for all test positions and the associated demand on test support infrastructure.research and document current and projected utilization of test positions against NASA, OGA, and commercial customer (i.e., CCP, CRS, etc.) program milestones to provide insight and status to project directorate management (PD) management. Document results of research and analyses performed in quarterly published utilization schedules for internal and external distribution (note: internal utilization schedules will possibly include future customer sensitive information not for dissemination outside of SSC). Research and provide analyses of the four gas commodity systems from end to end identifying the components (trailer offloading stations, low pressure storage vessels, pumps, compressors, transfer piping, storage vessels, etc.) that make up the system, the history of those components, areas of risk to the systems, current capacity of the systems and any recommendations for future rehabilitation and expansion based on test utilization. Research the planned use of the navigational lock system; conduct associated risk assessment based on utilization to support existing and future test projects. Assist in project formulation by conducting trade studies and analysis of alternatives of programmatic requirements that address technical, funding, and schedule parameters associated with center implementation. Provide analysis of test complex infrastructure projects listed in the project funding priority
