About this award
This is a cost-plus-fixed-fee delivery order contract awarded by NASA Langley Research Center to Cornell Technical Services LLC, a small technology and professional services company based in Columbia, Maryland. The purpose of the contract is to support the NASA Science Operations and Mission Assurance (SOMA) by studying the causes for cost increases in planetary instruments based on data from past and future design review meetings. The contractor will report on cost and technical performance versus the technical, management, and cost (TMC) estimates and findings, identify cost and technical problems, assess whether TMC-reported risks were resolved, and determine if there are new risks not previously identified. The contract has a ceiling value of $410,434 and a period of performance ending on March 31, 2021. This work is being performed under Cornell Technical Services' $111.75 million Indefinite Delivery/Indefinite Quantity (IDIQ) contract with NASA Langley Research Center titled "Evaluations, Assessments, Studies, Services, & Support 3" (EASSS 3), which provides technical advisory services across NASA's science and aeronautics portfolios.
Description
": technical management costs (TMC) review for planetary instrument cost study support purpose: the contractor shall support the NASA soma by studying the causes for cost increases in planetary instruments based on data from past and future design review meetings [system requirements review (SRR), mission design review (MDR), preliminary design review (PDR), critical design review (CDR)] for select soma technical, management, and cost (TMC) evaluated instruments. The task includes reporting back to soma about cost and technical performance versus the TMC cost estimates and findings, reporting on cost and technical problems, assessing whether TMC reported risks were resolved by the project, determining if there are new risks that were not identified by the TMC and, if so, whether the TMC could have identified them during the evaluation and how they could have been identified. The task also includes attending future design reviews.
