Description
"" technical management cost (TMC) analysis for evaluations to include step 1 and step 2 for instruments and missions using various platforms. This study shall assess the system evaluations and estimation of resources (seer), price hardware and true planning (without space catalog), pcec 1.0 (NASA air force cost model), pcec 2.x (project cost estimating capability), NASA instrument cost model (nicm), nicm subsystem cost model performance, level of difficulty index (LDI), aceit (automated cost estimating integrated tools), polaris cost and schedule management, cascom (cost and schedule confidence model), schedule evaluation model (SEM), (and any further tools TBD) for use in the upcoming NASA science mission directorate (SMD) TMC evaluations for past instrument, cubesats, smallsats, balloons, suborbital reusable launch vehicles, and ISS missions of SMD announcement of opportunity (AO), and missions of opportunity (MO) proposals and csrs (concept study reports) to determine the accuracy of these models . This study shall use past proposals and csrs on selected investigations for estimating and then compare those to the actual cost on the proposals for selected instrument and mission investigations. The accuracy and error band shall be presented as a result of the study. The study must also recommend changes in the requested proposal/CSR data or other methods to increase the accuracy of estimating the cost of instrument/mission proposals.
