About this award

This is a delivery order awarded by the National Aeronautics and Space Administration (NASA) Langley Research Center to the National Institute of Aerospace Associates (NIA), a non-profit research institute, to provide research and development support, technical expertise, and consultation for NASA's Air Traffic Management Exploration (ATM-X) project and its Increasing Diverse Operations (IDO) concept. The purpose is to mature the IDO concept, which aims to enable access to the National Airspace System (NAS) for all existing and future users, through activities such as task analysis, procedure development, safety assessment, and experimentation. The contract has a potential value of $542,460.00 and was awarded on May 30, 2018, with a completion date of May 31, 2020. The contract does not have a set-aside designation. NIA has issued subcontracts to three for-profit organizations - Dwcp Inc., Blue Mountain Aero LLC, and TJG Inc. - to assist with the research and development efforts.

Description

Air traffic management exploration (ATM-x) research: increasing diverse operations (IDO) concept. To make use of increasing levels of automation becoming available to pilots and controllers, the NASA air traffic management exploration (ATM-x) project is exploring and developing a new concept called increasing diverse operations (IDO). The IDO concept will enable access to the national airspace system (NAS) for all existing users (commercial, general aviation (GA), business jets, etc.) as well as all of the planned and expected new users (unmanned aircraft systems (UAS), urban air mobility (UAM), supersonics, on-demand, space launch, etc.) in the near future. This will require the use of new procedures and operations in order to accommodate all users while maintaining or increasing the efficiency and safety of the NAS. Some procedures that could be incorporated as part of the IDO concept are interval management (IM), time of arrival control (toac), miles in trail (MIT), minutes in trail (minit), coordinated airspace with monitored procedural operations (campo). To mature the concept to a technology readiness level (TRL) sufficient to demonstrate or transfer the technology to the aviation community, task analyses must be conducted, crew and ground procedures must be developed, safety and hazards analysis must be done, air and ground automation tools must be developed/prototyped, and a series of experiments (fast-time and human factors) to verify and validate the concept must be executed. The purpose of this task order (task) is to provide research and development support, technical and subject matter expertise, and consultation to langley s crew system and aviation operations branch (csaob/d-318) to conduct research that matures the IDO concept. The contractor shall assist in concept development, research and development planning, experiment design, execution, data analysis, publication and dissemination of research results, operations consulting (including flight crew and air traffic control operations), hazard assessments and safety analyses, and development of the supporting flight deck technologies and procedures.
