About this award
This is a delivery order awarded by the National Aeronautics and Space Administration (NASA) Langley Research Center to the National Institute of Aerospace Associates (NIA), a non-profit research and graduate education institute. The contract is for $391,131 to modify the user input process and enhance portfolio analysis and decision support capabilities for the ARMD Analysis Framework (AAF) database. This database supports the portfolio management functions of the Aeronautics Research Mission Directorate (ARMD) at NASA Headquarters. The work will include updating the database interface, generating reports, and implementing display capabilities. A subcontract was issued to the Georgia Tech Research Corporation, a non-profit research organization, to assist with these efforts. This contract was not set aside for any socioeconomic program.
Description
Enhanced portfolio analysis capabilities for armd analysis framework (AAF) database. The aeronautics research mission directorate (armd) at NASA headquarters is responsible for establishing a strategic systems analysis capability focused on understanding the system-level impacts of nasas aeronautics programs, the potential of integrated solutions, and the development of high-leverage options for new investment and partnership. To enhance these capabilities, armd has developed an armd analysis framework (AAF) database of national aeronautical research & development principles, their measures, system outcomes, and technical challenges. The purpose of the AAF is to operationalize the armd strategic management model; capture alignment of program investments to national goals; facilitate and capture results of systems analyses and portfolio assessments, provide common reporting and formatting for analyses while also supporting program and other portfolio reviews. To accomplish these functions, the AAF allows the user to visualize armds portfolio, at any time, from a variety of perspectives. The current version of the AAF database represents element connectivity (relationships) between levels in the hierarchy with roughly 100 primary data elements. IT is a relational database that maintains the relationships among strategic and program elements (i.e., the technical challenges). The current database has been deployed to a NASA data center environment and will support the ongoing portfolio management functions performed by armd. Access to the AAF is web-based where hosting, providing access, configuration management, and maintenance has been transitioned to a NASA armd responsibility. The AAF will be accessible to qualified users (NASA personnel, contractors supporting armd) via the NASA intranet. Current users include NASA analysts, armd program directors, project managers and center personnel and contractors that have applied for accounts. For this task, the contractor is responsible for modification of the user input process in response to comments from armd and enhanced portfolio analysis and decision support capabilities for the system database. Additionally, the contractor may perform limited enhancement of the existing interface, at the direction of armd, to integrate new reports into the system. This activity will include both the query generation within the database, generation of export files (PDF and excel) and the implementation of the display capability on the web interface.
