Description
"" other functions: task order title: the stratospheric observatory for infrared astronomy (sofia) program standing review board (SRB) the sofia program is a joint program of NASA and deutsche zentrum FUR luft-UND raumfahrt (DLR), the german aerospace center. Sofia consists of a german-built 2.7 meter telescope mounted in a modified boeing 747-SP aircraft supplied by NASA. Operations costs and observing time will be shared by the united states (80 percent) and germany (20 percent). Flying at altitudes up to 45,000 feet, sofia observes from above more than 99 percent of earth s atmospheric water vapor, thereby opening windows to the universe not available from the ground. Sofia will offer international science teams approximately 1,000 cloud-free high-altitude research hours per year during its two-decade design lifetime. More than 50 science proposals per year will be selected through a peer review process. Sofia s executive management is in the science mission directorate (SMD) at NASA headquarters. Program management resides at the dryden flight research center (dfrc). IT is anticipated that the program office will transition to the ames research center (ARC) after development of the observatory is completed and stable operations have been established. The sofia program consists of two projects which report to the program manager (PM): the platform project, located primarily at dfrc, and the science project, located at ARC. 1.1 the SRB the SRB is responsible for independently assessing the health of the program. Independent reviews of programs are conducted at defined lifecycle milestones and are used to objectively assess the project s progress against the project plan, its readiness to proceed to the next lifecycle phase, compliance with NPR 7120.5E and NPR 7123.1 requirements. 1.2 the purpose of this task is to obtain the SRB chair and SRB members to perform a lifecycle review for the sofia lcrs, beginning with the PIR.
