Operation and Maintenance of the Emergency Ship Salvage Material
The Naval Sea Systems Command seeks to award a single-award indefinite-delivery/indefinite-quantity contract to provide operation and maintenance services for the Emergency Ship Salvage Material system from fiscal year 2018 through 2023. Services include managing, maintaining, and operating eight ESSM warehouses stocked with emergency response equipment for diving, spill response, salvage, and underwater ship repair. Proposals will be evaluated based on technical capability, past performance, and cost, with technical capability being the most important factor. The deadline for questions is June 16, 2017, and proposals are due in the fourth quarter of fiscal year 2017. There is no set-aside designated for this procurement. The NAICS code is 541614 and PSC code is R499. The incumbent contractor currently provides these services. The potential value is five years starting in fiscal year 2018. Services will be performed at eight strategically located ESSM warehouses in the United States and abroad, stockpiling emergency response equipment. An industry day will be held on June 22, 2017 at Naval Weapons Station Cheatham Annex in Williamsburg, Virginia to discuss the requirement in more detail.
