Description

The national park service (NPS) is in the process of planning for repairs and stabilization of portions of the york river shoreline that have been severely eroding and threatening the structural integrity of the colonial parkway roadway prism. Significant areas of shoreline erosion have affected the yorktown battlefield, in addition to the colonial parkway. The scope of work (SOW) has been broken out into three parts for this particular project. The first SOW directs the contractor to prepare an environmental assessment (EA) to assess the impacts of potential alternatives for this work. The work includes preparing the appropriate draft decision document (finding of no significant impact [fonsi] or notice of intent [NOI]). The second SOW includes preparing a federal coastal consistency determination, preparing a wetland delineation within the area of potential effect, and the third SOW is for preparing a wetland statement of findings and a floodplain statement of findings (SOF), documenting compliance with the NPS director's order and procedural manual #77-1 and NPS executive order 11988. The wetland SOF and the floodplain SOF may be combined into one wetland/floodplain SOF, as long as the requirements for both documents are met. Although there are three sows, the contractor should submit only one price proposal.
