Added: Oct 11, 2012 4:04 pm FA8903-13-R-0002AIR FORCE PRIVATIZATIONPOST CLOSING MANAGEMENT-2013 (PCM-13)PRE-SOLICITATION NOTICE/SYNOPSIS11 Oct 2012THIS IS THE FORMAL PRESOLICITATION NOTICE IN ACCORDANCE WITH FAR 5.204.The 772d Enterprise Sourcing Squadron/Specialized Services Contracting (772 ESS/PKS), Lackland AFB, TX is preparing to release a Request for Proposal (RFP) for the Post Closing Management-2013 requirement. This is a major source selection for Advisory & Assistance Services (A&AS) in support of AFCEC and its customers on DoD (primarily Air Force) installations, as well as any other sites for which the AFCEC customers have responsibility.The resulting contract will provide A&AS for long-term Post Closing Management (PCM) services in support of the Air Force's (AF) privatized projects to include Housing Privatization (HP), Enhanced Use Leasing (EUL), Value Based Transaction (VBT), and Voluntary Action Program (VAP) for Real Estate and Environmental issues related to Base Realignment and Closure (BRAC) and other Real Estate Transaction (RT) and other Privatized Programs. This includes Asset and Portfolio Management services in support of HP, EUL, VBT, VAP, RT, and other privatized endeavors toughout the United States Air Force.Source selection procedures will be followed as prescribed in FAR Part 15 and FAR supplements thereto. This procurement will be solicited under full and open competition. The contract is contemplated to be an Indefinite Delivery/Indefinite Quantity (IDIQ) with a firm-fixed-price ordering arrangement. The Government anticipates awarding one (1) contract with a program ceiling of $88 million, an ordering period of sixty months, and an additional twelve months for task order completion. The North American Industry Classification System (NAICS) Code for this acquisition is 541611.We anticipate releasing the Final RFP in FedBizOpps on or about 30 October 2012. Offerors who determine that the technical requirements of this RFP require clarification(s) to permit submittal of a responsive proposal shall submit all questions in writing within 10 days of publication of the RFP.All proposals must be received by the due date and time specified in the RFP.
