The Air Force Lifecycle Management Center (AFLCMC) Rapid Acquisition Cell (RAC) Contracting Office, AFLCMC/PZJ, located at 205 West D Avenue, Building 350, Suite 420, Eglin Air Force Base, FL, 32542, intends to award one (1) sole source contract to Systima Technologies, Inc., 10809 120th Ave NE, Kirkland, WA 98033-5024. The contract will be a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract with a ceiling of $11.0 Million. The authority for going sole source is FAR 6.302-1 [10 U.S.C.(c)(1)], Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Sources sought synopses were posted on FedBizOpps on 21 October 2013 and 19 August 2014 under FA8656-14-R-0054 and FA8656-15-D-0033 respectively.The specific contract requirements include, but are not limited to procuring and supporting munition and similar payload carriage and release components, integrating components on combat aircraft, and supporting operational employment. The types of components identified are: Common Launch Tubes (CLTs), Multi-Munition Common Launch Tubes (MMCLTs), winged mass simulants, mass simulants, large munition launcher containers (CNUs) and tool kits, small munition launcher containers (CNUs) and tool kits, pylons, munition storage racks, munition stray voltage checkers, ammo bags, load trainers, Javelin class rocket motor, Griffin B class launchers, Griffin B class vehicle mounts, SOPGM paratroop and cargo door stands and M-299 launcher adaptors. The anticipated contract award date is 28 February 2015. The specific components and support efforts will be specified in the individual Delivery and Task Orders.This notice of contract action is not a request for competitive proposals; however, all responses received within fifteen (15) days of the issuance of this notice will be considered by the Government. Interested responsible sources may identify their interest and submit a capability statement in response to this notice. In your response, indicate your business size (large, small, small disadvantaged, 8(a), women-owned, HUBZone, veteran-owned, service-disabled veteran-owned) and specify whether the firm is U.S. or foreign-owned. The Government will not be responsible for any costs incurred preparing proposals in response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This does not constitute a solicitation and shall not be construed as a commitment by the Government. All responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement.The Air Force Life Cycle Management Center (AFLCMC), Rapid Acquisition Cell, Eglin AFB in support of USSOCOM Det 1, is seeking interested and qualified sources to provide Standoff Precision Guided Munitions (SOPGM) and precision strike carriage and employment components identified in the Statement of Objectives (SOO) and associated integration, test, training, and operations support for selected multi-service and Special Operations Forces (SOF) platforms. Data required to execute this program is not releasable to foreign nationals and a Secret security clearance is required. This effort will include delivery of additional units of existing components (reference attached SOO), spares, modifications to integrate new capability, adaptations of capability from one platform to another, and support for products, test, training, and operations. The products must be certified for operations by the respective platform airworthiness authority and Air Force Non-Nuclear Munitions Safety Board (NNMSB), or other service equivalent depending on the platform operator. Products will be installed on aircraft at various operations and test locations. The Government will not fund development, qualification and flight test, first article certification, and other non-recurring cost to obtain safety, airworthiness, first article certification, and production start-up. Support for flight tests will include providing the aircraft, targets, test equipment, and instrumentation.Interested sources must submit substantiation of their ability to provide the products and support identified in the attached SOO. The substantiation must address their ability to deliver the products as non-developmental items within the timelines listed. The substantiation may include previous deliveries of products and support for combat aircraft or test data and analysis that support safety and airworthiness certification of the capability on C-130s, Cessna Caravans, or other platforms.The products to be delivered under this solicitation must be interoperable with products delivered by other contractors and Government organizations. Interested sources must include in their submission, a summary of their experience working with the following companies/organizations:- L-3 TCS: Executes aircraft mods and provides engineering support to the Government for airworthiness and safety certification.- L3-Wescam: Provides sensors and engineering support for integration.- Navy Surface Weapons Center Dahlgren Division: Provides guns and battle management hardware and software for gun fire control and munition employment.- Naval Air Warfare Center (PMA-275): Government program management of the KC-130J Harvest Hawk aircraft.- Sierra Nevada Corporation: Integrates SOPGM products on various SOF platforms.- White Sands Missile Range, Yuma Proving Grounds, Naval Air Weapons Station China Lake, Eglin Range: National ranges where flight test and training will be conducted.- Army Joint Air-to-Surface Munitions System Program Office: Government PM for Hellfire missiles and other related products.- Air Force Research Laboratory at Eglin AFBThe proposed North American Industry Classification System (NAICS) code is 336413 -- Other Aircraft Parts and Auxiliary Equipment Manufacturing.
