The North American Industry Classification System (NAICS) code for this requirement is 238910 with a size standard of $14M. The acquisition is an 8(a) Program Business Set-Aside. This acquisition is also limited to 8(a) certified firms serviced by or have an approved bona fide office within the geographical boundaries of the Small Business Administration's SBA) Region IV which consists of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee. This is a Tradeoff Process acquisition and award will be made based upon the Best Value to the Government in accordance with FAR Part 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency.The work under this contract consists of furnishing all plant, labor, materials, and equipment and performing all operations necessary to perform Demolition on Eglin Air Force Base (AFB) and surrounding Eglin AFB Reservation. Demolition work includes removal, transportation and disposal of all items to be demolished. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment in accordance with the specifications. Demolition shall be on an "as required" task order basis. This IDIQ will consist of five (5) total years [base year and four (4) option years]. Issuing of the Notice to Proceed (NTP) will be addressed at the individual task order level.The work is located at Eglin Main Base, Auxiliary Field 3 (Duke Field), Site C-64, Site C-6, Auxiliary Field 6 (Camp Rudder) and Santa Rosa Island Sites, all other sites and ranges of Eglin AFB, FL not to exceed 27 miles distance from either the east or west gates of Eglin main base. Estimated dollar range is between $10,000,000 and $25,000,000 for the basic year plus four (4) one-year options combined. The magnitude of each project will vary and will be defined in the individual task orders issued against the basic.This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Governments Electronic Posting System (www.fedbizopps.gov) on or about 14 August 2013. No response to this notice is necessary and no source list will be maintained. Prospective contractors must be registered in the DoD System for Award Management (SAM) database (www.sam.gov/portal/public/SAM/)) prior to award of a Government contract. Offerors are further advised that failure to register in SAM will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for a timely award. The Air Force Test Center Operating Location Eglin AFB Contracting Division is seeking to identify sources with a primary North American Industry Classification System (NAICS) code of 238910 and who has the proven skills to furnish all plant, labor, materials and equipment to perform Building Demolition. See attached specifications dated 1 Dec 12. The estimated magnitude of the entire contract is between $10,000,000 and $25,000,000. The estimated period of performance for this contract would be for one (1) base year and four (4) option years.The Government will not award a contract solely on the basis of this Sources Sought Notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice.
