Description

The office of transit safety and oversight (TSO) within the federal transit administration is charged with delivering programs that ensure the highest possible level of safety and security for the nation s public transportation systems. Two programs currently managed by TSO focus on the development of standards, criteria, plans, procedures and processes for implementation by states, rail transit agencies and new starts projects to address minimum regulatory requirements and to enhance safety and security practices. These programs are: (1) the state safety oversight program (SSO), which focuses on the implementation of 49 CFR part 659 by affected states and rail transit agencies and (2) the new starts readiness program, which focuses on both the safety and security management plan requirements specified in FTA s full funding grant agreement circulars 5200.1A and 5800.1 and on-site assessments conducted to determine the readiness of projects for safe and secure revenue operations.
