About this award

This is a cost-plus-fixed-fee contract awarded by the Federal Railroad Administration (FRA) to Sharma & Associates Inc., a minority-owned small business, to develop a Safety Risk Model (SRM) for the railroad industry. The SRM will provide a means for quantitative risk ranking and serve as a supplemental approach to the FRA's project prioritization model, allowing the agency to make strategic investments for maximum safety benefit. The $335,795.48 contract encompasses activities to refine, substantiate, and broaden the FRA's existing project ranking and prioritization process. Sharma & Associates specializes in railway engineering and has supported the FRA's safety mission through prior contract work, including developing advanced train braking systems, analyzing derailment risks, and establishing standards for rail tank car fire safety. This contract is not set-aside and represents an independent effort from the FRA's ongoing project prioritization model development.

Description

Presently FRA r & d is in the process of adopting a project ranking and prioritization model. This activity is progressing independently of the work proposed here. In order to further refine, substantiate and broaden the perspective of the project ranking process, FRA r & d seeks to develop a means of assessing safety risk broadly across the railroad industry. IT is envisioned that a safety risk model (SRM), similar to that which has been created and implemented by the united kingdom s railway safety standards board (rssb), will provide a means for quantitative risk ranking and serve as a supplemental approach (operating in tandem with the prioritization model) to project selection. Knowledge of the characteristics of the distribution of risk will allow FRA r & d to make strategic project investments for maximum safety benefit and allow for future assessments of risk reduction resulting from implementation of the products of the r & d efforts.
