About this award
This federal contract award was issued by the Federal Railroad Administration (FRA), a civilian agency within the U.S. Department of Transportation, to Transportation Technology Center, Inc. (TTCI), doing business as MXV Rail. The $549,420.17 cost-plus-fixed-fee contract is part of the FRA's "CARE, CUSTODY, AND CONTROL OF THE TRANSPORTATION TECHNOLOGY CENTER" program and is focused on increasing the integrity, safety, and reliability of railway transportation. The contract's objectives include completing a rail flaw detection research effort and understanding the limitations of existing ultrasonic inspection systems for detecting internal rail defects. MXV Rail, a subsidiary of the non-profit Associates of American Railroads, operates specialized testing facilities in Pueblo, Colorado and has extensive expertise in rail systems engineering, testing, and technology development. This contract award was not set aside and is part of MXV Rail's broader portfolio of federal contracts and grants supporting rail safety, infrastructure modernization, and homeland security initiatives.
Description
FRA and AAR rail integrity research efforts are directed towards (1) increasing integrity, safety, and reliability of railway transportation; and (2) achieving higher reliability of NDE inspection for rail flaw detection and characterization. For FY 2016 this will be addressed by (1) completion of the RF-load with matrix of master gauges; and (2) understanding the fundamental limitations of existing ultrasonic systems for varied sizes/orientation of realistic internal defects in rails that are commonly missed in the revenue service. The outcome of this research effort will support future research directed towards evaluating and improving the performance of current and future rail inspection technologies for use in detecting rail flaws as well as the methods for quantifying them.
