The National Aeronautics and Space Administration Goddard Space Center awarded Chenega Global Protection, LLC an indefinite delivery indefinite quantity contract to provide regional protective services including security operations, information security, emergency management, and training for NASA centers in Goddard Space Flight Center, Headquarters, Glenn Research Center, and Langley Research Center. The contract has a potential value of $198 million increasing up to $257 million and requires the contractor to provide these services to the NASA centers. Seven offers were received in response to the competitive 8(a) small business set-aside solicitation issued on June 3, 2022, with Chenega selected for award.

The National Aeronautics and Space Administration Goddard Space Flight Center will hold a virtual pre-solicitation conference on February 10, 2022 at 1:00 pm EST to introduce the requirement for protective services in the Eastern Region. Interested parties must register by emailing Patrick DeWyngaert by February 9, 2022 and provide their contact information, company name, and location. Questions may be submitted to Ian Sherry by February 7, 2022. Prospective offerors should monitor SAM.gov following the conference for the presentation, responses to questions, and additional acquisition information.
This requirement is set aside as an 8(a) competitive opportunity for small businesses. The National Aeronautics and Space Administration published a Special Notice announcing the consolidation of protective services contract requirements across multiple NASA centers into a single award IDIQ contract vehicle. The consolidated Protective Services - Eastern Region contract will provide security operations, information security, physical security, credentialing, emergency management, and training at Glenn Research Center, Goddard Space Flight Center, NASA Headquarters, and Langley Research Center through firm-fixed price task orders over a five year period beginning in November 2022.
The purpose of the consolidation is to achieve quality improvements and cost savings that support NASA's Mission Support Future Architecture Program by standardizing requirements, improving emergency response capabilities, reducing contract deliverables and establishing a centralized repository for contractual data. Eligible contractors must qualify as small businesses under the 8(a) program, with the final RFP to release no earlier than seven days after this notice and a due date of June 10, 2022. The procurement is set aside on a competitive 8(a) basis to provide maximum practicable participation by small businesses.
