Description
Through this task order, the office of the assistant secretary for planning and evaluation (aspe) of the U.S. Department of health and human services (HHS), partnering with the health resources and services administration (hrsa), seeks to collect data related to the cost and quality of medical respite care delivered to persons experiencing homelessness. Medical respite care programs for homeless persons have evolved in over forty communities across the country to provide a range of around-the-clock medical care and shelter that reduce prolonged illness, further or additional medical complications, and readmission to the hospital. Hospitals have long been challenged by their ability to provide a safe and appropriate discharge plan for homeless patients who may be recovered enough to be discharged from inpatient care, but are too ILL to return to a shelter environment. A recent study of one respite program for homeless persons in chicago found that that program resulted in better health outcomes for homeless recipients and lower costs and burden to hospitals when compared to outcomes and costs for homeless persons who did not receive such services (buchanan ET AL., 2006). This proposed project will develop a data collection strategy to research the cost and quality of medical respite care delivered to persons experiencing homelessness in order to determine if the results of the chicago study are replicable in programs located in other areas of the country and/or utilizing different models of service delivery, as well as what factors may affect variations in outcome. In addition, the study will conduct site visits to up to three programs to collect data for the purposes of answering the research questions.
