Synopsis: This sources sought, in accordance with FAR Part 10, is to conduct Market Research on Industrys Capabilities in providing Road Striping for the Department of Interior, National Park Service, at Yellowstone National Park. Scope: Contractor shall provide the service of striping roadways, intersections, and parking areas park wide as listed. Services shall be in accordance with MUTCD standards. NAICS Code - The proposed NAICS Code for this action is 237310 Highway Line Painting with a size standard of $36.5 in millions of dollars. How to Respond This is a Sources Sought ONLY. The synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided other then market research. The Government reserves the right to consider a small business, 8(a), or any other set aside arrangement as deemed appropriate based on the responses for this notice. The Government anticipates awarding a minimum of one (1) indefinite delivery/indefinite quantity firm-fixed price construction contract. However, the Government reserves the right to award more than one contract as it deems necessary. The total contract period, to include options, shall not exceed five (5) calendar years. Task Orders may range from $2,000.00 to $500,000.00. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Road Striping IDIQ, Yellowstone National Park GENERAL: The National Park Service, Intermountain Region (NPS-IMR), Northern Rockies Major Acquisition Buying Office (NR MABO), is soliciting for road striping in Yellowstone National Park. PROJECT SCOPE AND LOCATIONS: The NPS-IMR intends to issue a Request for Proposal (RFP) to award the striping of roadways, intersections, and parking areas toughout Yellowstone National Park. All striping work shall be in accordance with current Manual Uniform Traffic Control Devices (MUTCD) standards. This is a construction requirement in accordance with the definition of FAR 2.101: Construction means construction, alteration, or repair (including dredging, excavating, and painting) of buildings, structures, or other real property. For purposes of this definition, the terms buildings, structures, or other real property include, but are not limited to, improvements of all types, such as bridges, dams, plants, highways, parkways, streets, subways, tunnels, sewers, mains, power lines, cemeteries, pumping stations, railways, airport facilities, terminals, docks, piers, wharves, ways, lighthouses, buoys, jetties, breakwaters, levees, canals, and channels. PERIOD OF PERFORMANCE: The estimated period of performance for this requirement is May 15, 2020 to May 14, 2025 ESTIMATED MAGNITUDE OF CONSTRUCTION: Between $1,000,000 and $5,000,000 SET ASIDE: This acquisition has been set aside for Small Business. The intent of this solicitation is to obtain proposals for an indefinite delivery indefinite quantity (IDIQ) contract to include a base plus four option years for road striping in Yellowstone National Park. The Government anticipates awarding a minimum of one (1) indefinite delivery/indefinite quantity firm-fixed price contract. The maximum value of this contract is road striping up to $1.95 M including options.
