Added: Mar 22, 2017 1:39 pm Page 1 of 1 Notice of Intent to Sole Source Elsevier Clinical Key Subscription FBO Notice: VA701-17-N-0092_1 The Department of Veterans Affairs (VA), Program Contract Activity Central (PCAC) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only One Responsible Source Available, no other source will satisfy agency requirements. The VA intends to solicit and negotiate with Elsevier B.V.; 230 Park Ave FLR 8 New York, NY 10169-0005 USA; to provide the Elsevier Clinical Key Subscription. These products include online full text journals, e-books, databases, and other knowledge-based information of the Elsevier Collection Clinical Key Subscription. The Clinical Key Collection is an established commercial product, and is used extensively by VA librarians, clinicians, researchers, and educators. The NAICS code for this procurement is 519130 and the Small Business Administration Size Standard is 1000 employees. This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Added: Mar 09, 2017 1:58 pm Sources Sought Notice: VA701-17-N-0092 Clinical Insight Engine Subscription Introduction: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes This Sources Sought/Request for Information (SS/RFI) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). Although the terms "proposal" and/or "Offeror" may be used in this SS/RFI, any response will be treated as information only. Requirements: See attached Draft Statement of Work (SOW) (ATTACHMENT A). The Government anticipates soliciting a Firm-Fixed-Price (FFP), single award, contract with a period of performance of 12 months. Submittal Information: Contractors having ability to perform the stated requirements should submit a single spaced, 12 point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address. DESCRIPTION OF REQUIREMENT: The scope is to provide VA staff, regardless of their location, with access to a collection of high quality, current and relevant clinical, full text electronic journals, books, and videos to support clinical decision making at the point of care. The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an existing commercial off the shelf web based product named Elsevier s ClinicalKey Collection Subscription that will be made available toughout the Department of Veterans Affairs.
