This synopsis is a market research tool being utilized to determine the availability of qualified Small Business sources prior to issuing an RFP. The Government is seeking qualified 8(a), HUBZONE, Service Disabled Veteran Owned Small Business (SDVOSB), and/or Small Business (SB) sources that are certified by the Small Business Administration (SBA) relative to NAICS classification 237990, Other Heavy and Civil Engineering Construction. The applicable size standard is $33.5 M, average annual gross receipts for the preceding tee fiscal years. Responses to this sources sought synopsis will be used to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, and if the Government plans to proceed with the acquisition, a solicitation announcement will be published in Federal Business Op! portunities and NECO. Responses to this sources sought are not an adequate response to the solicitation announcement. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The general scope of this requirement is a Firm-Fixed Price (FFP) Design / Build Construction Contract for the design and construction of new civil and electrical infrastructure at Marine Corps Air Ground Combat Center (MCAGCC) Twentynine Palms CA. Type of work may also include, but is not limited to: grading, paving, water utilities, sewer utilities, natural gas utilities, high temperature hot water lines, chilled water lines, communications infrastructure, electrical utilities. The project will be located on MCAGCC Twentynine Palms CA. The estimated total contract price range, per FAR 36.204, is between $100,000,000 and $250,000,000. This procurement shall be in accordance with FAR 52.225-9/11/12, Buy American Act - Balance of Payments Program - Construction Materials. The firm needs to be able to demonstrate knowledge, current relevant qualifications, experience, bonding, and the capability to perform a design/build construction contract for the design and construction! of new civil and electrical infrastructure. Submission Requirements: Interested sources are invited to respond to this sources sought announcement by using the forms provided under separate file titled Sources Sought Information Form. Total pages limited to ten (10) single sided 8 x 11 pages for the Sources Sought Information form response and two (2) single sided 8 x 11 pages for a cover letter. Using the Sources Sought Information Form, submit a maximum of 5 projects describing the following: 1) Experience: Describe the government or commercial contracts/projects your firm has completed in the last 5 years showing your experience in the design and construction of new civil and electrical infrastructure similar in size, scope, and complexity as indicated in this announcement with project cost in the range between $100,000,000 and $250,000,000. For each of the contracts/projects submitted for experience, provide the title; location; whether prime or subcontractor work; contract or subcontract value; type of contract; if design-build; contract completion date; customer point of contact including phone number; and a narrative description of the product/services provided by your firm. Identify whether your firm has in-house engineering capacity or uses an A-E firm to provide design new civil and electrical infrastructure and associated work listed in this announcement. Added: Sep 28, 2009 4:11 pm This procurement is to provide the infrastructure in support of the North Mainside Expansion at Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, California. The majority of the procurement will be design build (DB) construction, however there will also be some design bid build (DBB) elements. The associated MCONS with this project are P126, P130, P133, P146, P132, P143, P127, P172, P131, and P171. This project is being advertised on an unrestricted basis inviting full and open competition. This procurement will use the two-phase design-build selection procedures and consists of one solicitation covering both phases. Source Selection procedures will be used with the intent to award a firm-fixed price construction contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), is the most advantageous and offers the best value to the Government, price and other factors considered. Price evaluation preference will be given to HUBZone Small Business concerns, in accordance with FAR 52.219-4. The work to be acquired under this solicitation is for the design and construction of eight (8) new city blocks adjacent to the Mainside area of MCAGCC Twentynine Palms. These new city blocks will include the following utility systems: water, sewer, electrical, high temperature hot water, chilled water, gas and industrial wastewater. Work will also include major earthwork and asphalt and Portland cement roads. The North American Industry Classification System (NAICS) code is 237990, and the annual size standard is $33.5 million. The estimated price range is between $100,000,000 and $250,000,000. The Government intends to evaluate proposals and award without discussions. Selection for award will be based on evaluation of the following: Phase One: Factor 1 - Specialized Experience and Technical Competence, Factor 2 - Past Performance, and Factor 3 - Management Approach; Phase Two: Factor 4 - Small Business Utilization, Factor 5 - Engineering Solutions, and Factor 6 - Price. The Phase One evaluation will result in a determination of the most highly qualified Offerors. These Offerors will be requested to submit a Phase Two proposal. A maximum of five (5) Offerors will be selected to submit a Phase Two proposal. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY.
