I. INTRODUCTION DEATH VALLEY NATIONAL PARK IS LOCATED IN THE NORTHERN MOJAVE DESERT, APPROXIMATELY 120 MILES WEST OF LAS VEGAS, NEVADA. THE PARK WAS FIRST ESTABLISHED AS A NATIONAL MONUMENT IN 1933 AND THEN EXPANDED AND GIVEN PARK STATUS UNDER THE CALIFORNIA DESERT PROTECTION ACT (CDPA) IN 1994. WITH MORE THAN 3.3 MILLION ACRES, DEATH VALLEY IS THE LARGEST NATIONAL PARK IN THE LOWER FORTY EIGHT STATES. DEATH VALLEY ALSO HAS THE MOST MINES OF ANY SINGLE NATIONAL PARK SERVICE UNIT, AND A MINING HISTORY THAT SPANS MORE THAN 150 YEARS. THIS PROJECT FOCUSES ON ONE MINE SITE: MARBLE CANYON AT THE NORTH END OF THE PARK. THIS SITE WAS CHOSEN DUE TO ITS ACCESSIBILITY AND VISITOR USE. ACCESS TO MARBLE CANYON IS ALONG SEVERAL MILES OF DIRT ROADS, BOTH MAINTAINED AND UNMAINTAINED. THE MINE MITIGATIONS ARE INTENDED TO MAKE THE FEATURES SAFE AND INACCESSIBLE TO VISITOR ENTRY, WHILE PRESERVING WILDLIFE HABITAT AND CULTURAL RESOURCES AT THESE SITES. II. PURPOSE THE PURPOSE OF THIS SCOPE OF WORK IS TO PERFORM MITIGATIONS. FIELDWORK IS ANTICIPATED TO BEGIN ON OR ABOUT OCTOBER 1, 2012. III. PROJECT DESCRIPTION THE CONTRACTOR SHALL PROVIDE ALL LABOR, EQUIPMENT, AND SERVICES TO PERFORM ALL TASKS REQUIRED FOR MAKING THE IDENTIFIED MINE FEATURES SAFE AT THE MINE SITES. THE SCOPE OF WORK CONSISTS OF THE FOLLOWING; HOWEVER, THE CONTRACTOR MAY SUBMIT ALTERNATIVE CLOSURE METHODS FOR EACH FEATURE: 1. OPERATE WITHIN THE PROJECT AREA IN ACCORDANCE WITH CAL OSHA REQUIREMENTS. 2. INSURE THAT WILDLIFE IS EXCLUDED FROM UNDERGROUND FEATURES AS NECESSARY BEFORE AND DURING WORK. 3. REMOVE AND REPLACE AS NECESSARY, SAFETY FENCES OR CABLE NETS AS NEEDED TO PERFORM THE FOLLOWING WORK. 4. ALL CLOSURE WORK WILL BE COMPLETED PURSUANT TO THE SET OF ESTABLISHED NPS SPECIFICATIONS FOR SUCH CLOSURES (ATTACHMENT B), MODIFIED AS NEEDED TO SUIT THE PARTICULAR APPLICATION. THE INTENT OF THE MITIGATION IS TO ELIMINATE HUMAN ACCESS/ENTRANCE TO HAZARDOUS MINE FEATURES WITH MINIMAL DAMAGE TO HISTORIC FABRIC WHERE PRESENT, WHILE ALSO PROVIDING FOR CONTINUED USE BY BATS AND/OR OTHER WILDLIFE, SUCH AS OWLS. 5. AT THE SHAFTS, DECLINES, AND STOPES INSTALL BAT COMPATIBLE STRUCTURES ON BEDROCK OR CONCRETE FOOTINGS 6 INCHES WIDE AND 12 INCHES THICK WITH 2 #4 REBARS PLACED AT LEAST 3 INCHES ABOVE THE GROUND ON THE OPEN SHAFTS/DECLINES AND OPEN STOPE AREAS. THESE SHALL BE PLACED SO THAT GENERALLY A MINIMUM OF 2 FEET REMAINS BETWEEN THE CONCRETE AND THE EDGE OF THE HOLE. WHERE ROCK PREVENTS AT LEAST A 6 PENETRATION, ANCHOR PINS WILL BE INSERTED INTO THE ROCK. 6. ROCK AND DIRT WILL BE REMOVED WHERE ADITS HAVE ROCK DEBRIS IN THE ACCESS TRENCH WHICH PREVENTS SAFE MOVEMENT OF PEOPLE, EQUIPMENT, AND SUPPLIES TO THE WORK AREA. HAND LABOR AND WHEEL BARROWS WILL BE USED SINCE THE ACCESS TRENCHES TO THE ADITS ARE GENERALLY ONLY 4` WIDE AND OFTEN WITHOUT ROAD ACCESS. CLEAN OUT THE PORTALS AND INSTALL A BAT COMPATIBLE STEEL CLOSURE IN THE ADITS. THE GATES WILL BE BUILT TO ALLOW PASSAGE BY BATS WHILE PREVENTING UNAUTHORIZED ACCESS BY HUMANS AND SHALL HAVE A REMOVABLE BAR PLACED AT LEAST 3 FEET ABOVE THE ADIT FLOOR. THE BAR SHALL BE SECURED WITH TWO MCGUARD BOLTS. 7. REMOVE AND PROPERLY DISPOSE OF ANY CONSTRUCTION DEBRIS.
