WTC National Responder Health Assessment and Treatment Services Contract
Added: March 17, 2008 The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) intends to issue a solicitation in support of the World Trade Center disaster responders. Since September 11, 2001, the Department of Health and Human Services (DHHS), CDC, and NIOSH have been active in assessing the health impact of the World Trade Center disaster. There is currently a program in place to provide periodic health assessment examinations, diagnosis, and treatment to the responders in the New York City (NYC) area. CDC intends to award a one year contract to provide comparable services to those responders outside of the NYC area. As the program grows in the next year, the number of responders outside of the NYC area could increase to 6,000 members from its current level of approximately 4,000 members. There is an urgent need for these services, so CDC/NIOSH is requesting qualification and capability statements from companies to perform the following functions: 1. Provide initial and annual health assessment examinations to WTC Responders on a nationwide basis. 2. Provide diagnosis and focused treatment to WTC Responders on a nationwide basis for WTC-related conditions. 3. Provide a pharmacy benefit to WTC Responders on a nationwide basis. 4. Provide data to the NIOSH Responder Assistance and Benefits Office for tracking and reporting on member status. 5. Develop and provide access to a database of member information that will be accessible via the internet and capable of updates by either the contractor or the NIOSH Responder Assistance and Benefits Office. 6. Provide patient encounter reporting on health assessment examinations and treatment to NIOSH for quality assurance. 7. Provide comprehensive reports to NIOSH for tracking and assessing contract compliance. Interested sources capable of providing the health care services as detailed above are requested to submit limited relevant information not exceeding 30 pages total on the following qualifications of the organization: (1) Experience: An outline of previous work specific to the requirements listed above; (2) Personnel: Name, professional qualifications and specific experience of those in key positions; and (3) Facilities: Availability and description of facilities and equipment required to provide the required services, including capabilities for electronic data entry and use of web-based encrypted systems. Any other specific and relevant information that would improve the government's consideration and evaluation of the information presented is desirable. This request represents an unusual and compelling urgency from the Government. The intent of the Government is to issue a solicitation directly to no more than 5 companies. Companies intending to enter partnerships/teaming arrangements must do so at this time; only the prime should respond to this announcement. The Government will review the full capabilities of each company that responds to this announcement plus other firms identified during market research. The Government will down select to a maximum of 5 companies which present the most robust qualifications and capabilities. Sinai; AOEC is providing treatment services under a grant from the American Red Cross. Your response to this notice shall include the organization's name, address, point of contact, National Provider Identifier (NPI) if available, and size of business (large, small, small women- owned, etc.). This notice does not commit the Government to any contractual agreement and does not represent a request for proposal. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent or the Government's use of the information. Based on the responses from this Sources Sought and NIOSH market research, CDC intends to issue a Request for Proposal (RFP) to a maximum of 5 companies determined to be most qualified. Because of the urgent need for these services, the timeframe from issuance of the RFP to award of contract is expected to be less than 60 days. It is anticipated that the solicitation will be issued on or about April 4th, 2008.
