Added: May 30, 2014 11:32 am The Arnold Engineering Development Complex (AEDC), Arnold AFB, TN, anticipates the release of a requirement for a construction project providing all materials, labor, equipment and transportation necessary to replace burner ring and burner ring refractory, and clean water jet tubes for Boiler #3 at Steam Plant A, Arnold Air Force Base, Tennessee. Contractor shall provide independent inspection by a Certified Boiler Inspector in accordance with National Board Inspection Code (NBIC) 23. The period of performance is 300 calendar days for contract completion following Notice to Proceed.The requirement will be a 100% small business set-aside. The Government intends to award one firm-fixed price contract.The estimated construction magnitude is between $100,000 and $250,000. The applicable North American Industry Classification System (NAICS) code is 238220 with business size of $14,000,000.00.The Invitation for Bid (IFB) with detailed specifications for each item will be available electronically on the Federal Business Opportunities (FBO) website at www.fbo.gov on or about 24 June 2014.Bid due date will be on or about 25 July 2014 at 2:00 P.M. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
