The Bureau of International Narcotics Law Enforcement awarded a $46,700 definitive contract to Geosistemas Y Tecnologia Avanzada, SA on September 14, 2026, for GIS digital maps and embedded system development in Guatemala.
The originating RFQ (posted July 1, 2026; due July 20) sought updated GIS digital map files covering all Guatemala including departments, municipalities, zones, urban and rural areas, addresses, populated places, streets, highways with kilometer markers, and points of interest with all lettering in Spanish. The contractor delivers a geocoder algorithm to convert addresses into coordinates, develops 500 SVG crime symbology icons with data-driven styling for QGIS and RAP, and installs GIS files and GEOSERVER on primary and secondary replication servers. Map layers are provided as shapefiles or installed in PostGIS with PostgreSQL database on a Debian server. Training comprises 16 hours of GEOSERVER instruction for six personnel and 24 hours of Quantum GIS training for eight personnel, both manuals in Spanish. The contractor provides 20 hours of technical support during and after implementation and guarantees one-year operation with next-business-day assistance and 48-hour repair capability.
Place of performance is Guatemala City, Guatemala. Contract is firm fixed price with no set-aside. Ultimate completion is November 30, 2026. The solicitation required delivery within 90 calendar days after award with no partial deliveries accepted. Amendment 1 (effective July 14) extended the original July 15 deadline to July 20 and clarified deliverable specifications. NAICS 541370 (Surveying and Mapping Services); PSC R404.
