Added: Jun 01, 2018 3:21 pm THIS IS A PRE-SOLICATION NOTICEThe United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Cropping System Research Laboratory (CSRL) located at 3810 4th Street, Lubbock, Texas 79415 has a requirement for a construction project entitled "Upgrade the Building Automation Controls for Building 24." This solicitation will be advertised competed as a Total Small Business Set-Aside. The successful contractor shall furnish all labor, material, and supervision to perform this work in accordance with the drawings and specifications. The applicable North American Industry Classification System (NAICS) Code for this project is 238220 (Plumbing, Heating, and Air-Conditioning Contractors), with a Small Business Size Standard of $15.0 Million. To be considered for award of a contract offerors must be registered in System For Award Management (SAM, web address is https://www.sam.gov/portal/public/SAM/) with a Representation and Certification in ORCA (Online Representations and Certifications Application). A bid guarantee is required under this solicitation. A Payment Bond and a Performance Bond will be required after award. The solicitation with specifications will be available on the FedBizOpps web site on or after 15 calendar days from the issuance of this pre-solicitation announcement; no paper copies of the solicitation, specifications or drawings will be available. The estimated magnitude for all phases of this project is between $500,000.00 to $1,000,000.00. This is a pre-solicitation notice synopsizing an upcoming competitive solicitation satisfying the requirements of FAR 5.201 and 5.203. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) is issuing a Solicitation Notice for Solicitation Number 1232SD18B0008 to Replace the Building Automation Controls for Building 24 of the Cropping Systems Research Laboratory located in Lubbock, TX. The solicitation is issued as an Invitation for Bid (IFB) which will result in a single firm fixed-price (FFP) construction contract. This procurement is being competed as a Total Small Business Set-Aside. Offers from other than Small Business concerns will not be considered and shall be rejected. The offeror must be a General Construction company with an approved NAICS Code 238220, Size Standard $15.0 million and bonding capacity. A bid guarantee is required under this solicitation. A Payment Bond and a Performance Bond will be required after award. A Pre-Proposal Site Visit and Conference will be held at 10:00AM (local time) on July 11, 2018 at the Cropping Systems Research Laboratory, 3810 4th Street, Lubbock, Texas 79415. The Contractor shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for the replacement of the existing pneumatic actuated Building Automation Controls (BAC) with new DDC controls, including removal of all pneumatic components, obsolete controllers, obsolete programming interfaces, and other related items with new DDC components, controllers, interfaces, and other related items as indicated on the Specifications and Drawings. This requirement includes is separated into Four Phases. Phase One will serve as the Base Bid Item. Phases Two, Tee and Four are listed as Option Items. All work shall be completed in accordance with the Statement of Work and RFP documents. Work is to be completed within 120 calendar days of receipt of Notice to Proceed. The magnitude of construction cost for this project is between $500,000 and $1,000,000 for all Phases. Award will be made subject to the availability of funds per FAR 52.232-18. A Project Labor Agreement (PLA) will not apply to this project.
