The procurement is specifically targeted at private non-profit agencies with 501(c)(3) tax-exempt status or public agencies. The City of Homestead encourages participation from Minority Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Disadvantaged Business Enterprises (DBE). The total project budget is $25,000, and the contract will be awarded to the most responsive proposer who can demonstrate the ability to provide comprehensive swimming instruction according to national swim instruction standards. The project is federally assisted through the Department of Housing and Urban Development (HUD) under CDBG grant #B-23-MC-12-0055 and is subject to various federal regulations, including 2 CFR Part 200, 24 CFR Part 570, and requirements related to Section 3, Fair Housing, and Labor Standards. The successful vendor will enter into a sub-recipient agreement with the City of Homestead, which will outline the scope of services, performance measures, and payment schedule. Proposers are not required to have previous experience with the City of Homestead, and the contract will be awarded to the respondent deemed most in the best interest of the city.
