The City of Miami Procurement Department is requesting bids on storm drainage system cleaning services under IFB 2030386, with bids due October 30, 2026 at 4:00 p.m. and a voluntary pre-bid conference scheduled for October 7, 2026 via virtual platform. The scope encompasses mechanical removal of sediments, debris, and materials (sand, soil, silt, leaves, tree roots, Styrofoam, paper, glass, plastic, wood, rocks, gravel, discarded concrete or AC pavement, and similar materials) from the City's drainage systems using truck-mounted vacuum units and video inspection equipment. Work includes cleaning inlets, manholes, junction boxes, pollution control boxes, French drains, lateral and cross pipes, piped outfall structures, covered ditches, and deep wells. Hand labor is required for areas inaccessible to mechanical equipment. The Successful Bidder must remove tree roots from structures and pipes, install and remove baffles, trap and remove sediments between successive manholes to prevent pass-through, and update the City's GIS layer for each cleaned structure. All work must be performed without damaging drainage infrastructure, inlet grates, manhole covers, pipes, pipe joints, covered ditch walls, well casings, or baffles. Pricing must remain firm for a minimum of 180 days following bid closing. The City of Miami Living Wage Ordinance applies if the annual contract value exceeds $100,000, requiring contractors to pay employees no less than $15.00 per hour without health benefits or $13.19 per hour with health benefits. The contract term will be specified in the Notice of Award or Purchase Order and may be automatically extended for up to 180 calendar days beyond the stated term. The City reserves the right to award the contract on a split-order, lump-sum, individual-item basis, or any method in its best interest. Successful Bidders must furnish evidence of insurance within ten days of award and may be required to provide a Performance/Payment Bond equal to 100 percent of the contract price.
