The City of Westland is requesting sealed bids for the 2026 Sidewalk Gap Program, which will install approximately 2,600 linear feet of new concrete sidewalks on South Merriman and Cherry Hill Avenues to ADA standards, with bids due August 10, 2026 at 10:00 a.m. EST and a questions deadline of August 6, 2026 at 10:00 a.m. EST. The scope includes removal of existing sidewalks, pavement, and trees; installation of 4-inch and 6-inch concrete sidewalk configurations; concrete ADA ramps; concrete curb and gutter; hot mix asphalt; and restoration activities. All work must meet current ADA standards and conform to prevailing wage requirements under City of Westland Ordinance 2-601 and applicable federal wage determinations. Project schedule requires a start date of September 8, 2026, with substantial completion by November 20, 2026, and final completion by April 30, 2027. Liquidated damages are assessed at $1,000 per day for failure to meet the substantial completion date. Bidders must submit a 5% bid bond with their sealed bid. The successful contractor must furnish performance, payment, and maintenance and guarantee bonds each equal to the contract price, and maintain comprehensive general liability insurance with a $3 million general aggregate limit, automobile liability, workers' compensation, and owner's protective liability coverage. Bid prices must remain firm for 60 days from bid opening. Progress payments will be made approximately 35 days after submission of payment requests under State Act 524, with final payment upon completion and acceptance. The contractor must maintain all work in good repair at no expense to the City during a two-year maintenance and guarantee period from final payment.
