PROFESSIONAL DEVELOPMENT ASSESSMENT MATERIALS TO IMPLEMENT AN EXECUTIVE FUNCTION ASSESSMENT FOR ALL CHILDREN ENROLLED IN NM PREK PROGRAMS.
The New Mexico Early Childhood Education and Care Department (ECECD) is soliciting proposals for professional development assessment materials and executive function assessment implementation across all state PreK programs under a sole-source procurement, with proposals due November 5, 2026. This is a sole-source determination for EFgo for Education (including the Minnesota Executive Function Scale) from Kaplan Early Learning Company. ECECD's justification rests on the absence of competing products offering a validated digital direct measure of executive function with independent peer-reviewed validation and a normed reference dataset exceeding 100,000 children. The department conducted documented market research during April through June 2024, evaluating vendors including Lakeshore, Reflection Sciences, and Kaplan, as well as consulting the National Association for the Education of Young Children and the National Institute for Early Education Research; the Minnesota Executive Function Scale alone met the stated assessment criteria. The contract spans four years with a prospective value of $5.949 million before tax. Deliverables include access to EFgoPro Online Professional Development for all New Mexico PreK early childhood professionals; EFgoPro Executive Function Assessment and Intervention Software for individual licenses covering all children enrolled in NM PreK programs; professional development courses; implementation support comprising three check-in meetings with a program implementation expert; and online training webinars. The assessment tool provides direct measurement of executive function skills in approximately four minutes per child and supports classroom instruction, program quality assessment, and personalized intervention strategies aligned with the state's One New Mexico PreK vision. The sole-source determination requires thirty calendar days of posted notice without protest and subsequent written approval by the State Purchasing Agent before becoming effective.
