The City of Raleigh Engineering Services Department is requesting sealed bids for the Lake Lynn West Loop Trail Improvements project, with bids due July 23, 2026 at 11:00 a.m. The project was re-advertised after an initial June 11 bid opening was cancelled due to insufficient bids. A Good Faith Effort to achieve 15% certified Minority and Women-Owned Business Enterprise (MWBE) participation is required; all bidders must demonstrate good faith efforts to meet this goal regardless of MWBE certification status. The scope includes asphalt greenway replacement with gravel shoulders, trail widening, slight realignment, removal and replacement of the timber boardwalk through the lake (with raising), new concrete approaches and seating pads, new stormwater piping, new retaining walls, and removal and partial reinstallation of site furnishings and signage. The base bid includes eight allowances, with a $10,000 allowance for permit costs that the contractor must obtain through City of Raleigh Development Services. Four alternates are offered: boardwalk realignment, steel-pile boardwalk installation (in lieu of timber), combined alternates 1 and 2, and an additional construction access point with tree protection and trimming costs. MWBE participation calculations include allowances and alternates but exclude City contingency. Contract duration is 280 consecutive calendar days from Notice to Proceed to substantial completion, with final completion required by day 320. All bidders must hold a valid North Carolina General Contractor license. A 5% bid bond is required. The contractor is responsible for means and methods to protect existing facilities and coordinate with the City's urban forester regarding tree removal. A non-mandatory pre-bid meeting is scheduled for July 8, 2026 at 1:00 p.m. at Walnut Creek Wetland Park (950 Peterson Street).
