INMATE COMMISSARY SERVICES FOR EDDY COUNTY DETENTION CENTER
Eddy County, New Mexico is issuing a Request for Proposal (RFP) to procure inmate commissary services for the Eddy County Detention Center, serving both male and female facilities. The successful contractor will be responsible for maintaining an approved commissary inventory, facilitating inmate purchases at minimum weekly intervals (52 weeks annually), and delivering fulfilled orders within one week of placement. The contractor must provide all hardware and software for a computerized inmate accounts system with secure deposit capabilities, real-time transaction processing, comprehensive audit trails, and customizable reporting functions, as well as supply kiosk machines for the facility lobby and booking area and furnish personnel for order distribution. Services must commence within 30 days of contract execution and operate under the direction of the Detention Center Warden. The evaluation will be conducted on a 1000-point scale weighted across four primary factors: contractor's related experience in correctional facilities and commissary services (200 points), qualifications including technical system descriptions and organizational structure (250 points), proposal price based on net financial return to the County without inflating inmate pricing (300 points), and detailed work plan demonstrating execution capability (250 points). The Acknowledgement of Receipt Form deadline is April 21, 2026, written questions deadline is April 22, 2026, responses to questions are due April 27, 2026, and proposals are due April 29, 2026, at 2:00 PM Mountain Daylight Time via the Eddy County Procurement Portal. Award is anticipated for May 19, 2026, with an initial one-year contract term and the option for three additional one-year renewal terms, not to exceed four years total. Proposals are limited to 40 pages and must be submitted in PDF format with all mandatory forms completed, including Letter of Transmittal, Statement of Compliance, Conflict of Interest Declaration, Affidavit of Non-Collusion, New Mexico Resident Business Preference Certificate, and Campaign Contribution Disclosure Form. The RFP includes a New Mexico Resident Business Preference designation, which restricts certain advantages to New Mexico-based firms. The contractor must demonstrate financial stability and provide annual reports or equivalent evidence thereof, and must agree to comply with all New Mexico Procurement Code requirements and County procurement policies. The contractor must interface with prepaid card programs at no additional cost to the County, with Numi Financial identified as the preferred provider for integration. The RFP indicates this will result in a single-source award, and the County reserves the right to accept or reject any proposal, waive technicalities, or cancel the RFP entirely. No incumbent vendor or specific budget range is listed in the procurement documents; however, evaluation explicitly focuses on the net financial return to the County, suggesting price competitiveness and operational efficiency are critical factors in determining the award. All costs associated with proposal preparation and submission are the responsibility of the offeror.
