The State of Delaware Division of Developmental Disabilities Services (DDDS) is seeking qualified vendors through an open and continuous Request for Proposals to provide home and community-based services (HCBS) for individuals with intellectual and developmental disabilities, including brain injury, autism spectrum disorder, and Prader-Willi Syndrome. This is a professional services procurement solicitation funded through Medicaid Home and Community-Based authority under the state's 1915(c) waiver program, continuously operated since 1987. The procurement encompasses 23 service categories including assistive technology, behavior consultation, benefits counseling, career assessment and exploration, community participation, community transition, day habilitation, financial coaching, home accessibility and adaptations, medical residential habilitation, nurse consultation, orientation and mobility, personal care, prevocational services, residential habilitation, respite care, specialized medical equipment and supplies, supported employment (individual and small group), and supported living services. Vendors must agree to accept DDDS-established fee-for-service rates with no rate negotiation permitted; current rates are published on the DDDS website and are subject to change based on legislative appropriation. Required qualifications include Delaware business licensure or 501(c)(3) nonprofit status, proof of required insurance coverage (Commercial General Liability of $1,000,000 per occurrence/$3,000,000 aggregate and Professional Liability or Errors and Omissions of $1,000,000 per occurrence/$3,000,000 aggregate), System for Award Management (SAM) registration with a Unique Entity Identifier (UEI), DDDS provider qualification status, and federal criminal background check compliance. Evaluation criteria include proof of insurance, Delaware business licensure, vendor affirmation, required service licenses, DDDS provider qualifications, business references (minimum three of similar size and scope), and completion of supplemental questionnaires. The deadline for submission of written questions is April 16, 2026, at 4:30 PM EDT, with responses posted by April 30, 2026; proposals are due by June 30, 2026, at 1:00 PM EDT, with estimated award notification on September 1, 2026. All submissions must be made electronically through the Euna Procurement Portal at https://dhss.bonfirehub.com. The procurement does not identify specific set-aside designations for disadvantaged enterprises, though awarded vendors must provide quarterly subcontracting reports to track diversity supplier participation in accordance with Executive Order 49. Currently qualified DDDS service providers are not required to resubmit proposals to continue providing existing services but must complete the Provider Authorization Committee process to add new services; new providers must obtain qualified provider status before submitting proposals. There are no identified incumbent vendors or existing contractors listed in the solicitation materials, and the procurement operates on an open and continuous basis with no maximum number of vendors permitted for any service category. The contract term is one year with four optional one-year extensions for a potential total of five years. Specific award values or budget ranges are not disclosed in the solicitation materials; instead, vendors will be compensated based on DDDS-published fee-for-service rates for each service category, with total expenditures subject to available appropriations and monthly invoicing requirements with payment expected within thirty days of receipt. Vendors must maintain appropriate insurance coverage and comply with HIPAA, HITECH Act requirements, Part 2 regulations for substance abuse records, and all applicable federal, state, and local statutes and regulations.
