The Philadelphia Housing Authority (PHA) is soliciting proposals for Development Initiative Consulting Services to provide technical assistance supporting the agency's public housing and affiliated real estate development efforts. This professional services contract seeks qualified consulting firms with expertise in navigating federal, state, and local regulatory requirements and practical experience in housing development and revitalization processes. The scope of work encompasses three phases: Phase 1 (Preliminary Planning) includes market analysis, RFP preparation, pro forma development, sources and uses budgeting, tax credit strategy, and funding source identification; Phase 2 (Underwriting, Due Diligence & Financial Closing) encompasses cost monitoring, financial statement preparation, tax credit projections, and equity and debt negotiations; and Phase 3 (Post-Closing Services) provides ongoing advisory assistance including draw requests and cost certification support.
