Hemlock Public School District in Michigan is requesting proposals for Design-Build services for the expansion and renovation of Hemlock Elementary School/Early Childhood Center, with proposals due July 15, 2026, and a mandatory pre-proposal meeting on June 30 at 10:30 a.m. EST (virtual attendance via Google Meet is available). Phase I, utilizing approximately $1 million in USDA funding, will add approximately 3,000 square feet to the southeast wing and include a secure main corridor connection, office and student support space, two to three early childhood classrooms with attached restrooms, student restrooms, and a reconfigured parent drop-off and pick-up loop. Design and bidding phases are anticipated from August 2026 through Spring 2027, with construction beginning in Spring 2027 and substantial completion targeted for Summer 2028, opening for the 2028-2029 school year. Phase II, contingent on passage of a non-qualified bond in November 2026, will allocate an additional $2 million to $3 million to expand the elementary school by approximately 9,000 square feet for additional classrooms, staff and student restrooms, office and intervention spaces, and flexible learning environments. The District intends to engage the selected Design-Build team for full Phase II implementation. Proposers must submit fee percentages for design services, general conditions, contractor overhead and profit, and change order markups for both phases as percentages of the cost of work. The District will establish a Guaranteed Maximum Price based on a modified AIA A141-2024 Standard Form of Agreement. The selected Design-Builder must competitively bid all trade categories to meet public bidding requirements and comply with Michigan prevailing wage requirements. Required qualifications include K-12 and Design-Build delivery experience, $3 million commercial general liability aggregate and $1 million professional liability insurance, criminal background clearance, and notarized familial relationship and Iran Economic Sanctions Act compliance certifications.
