Candlestick Point State Park Restroom Repairs
The California Department of Parks and Recreation is requesting bids for upgrades to five existing sewage lift stations at Candlestick Point State Recreation Area in San Francisco County, with bids due November 4, 2026 at 2:00 p.m. and a mandatory job showing on October 21 at 10:30 a.m. A mandatory 6% Disabled Veteran Business Enterprise (DVBE) participation requirement applies, with incentives available for exceeding this threshold up to a combined incentive and preference cap of $100,000. A 5% small business preference is available to California-certified small businesses or non-certified firms subcontracting 25% of contract value to certified SBs/MBs, capped at $50,000. The project encompasses upgrades to lift station infrastructure at 500 Hunters Point Expressway. Work must be completed within 180 calendar days from the formal start date, which includes a 10-day mobilization period, though the overall contract term runs 545 calendar days from Notice to Proceed. Bidders must hold a California Class A or B contractor's license. The engineer's estimate ranges from $2.2 million to $2.9 million. The bid structure includes a base bid lump sum with three deductive alternates—Site Lighting, Plover Lift Station, and Pier Lift Station work—allowing the State to reduce scope based on available funding. Bids must remain valid for 120 calendar days following bid opening. Bidders must provide a 10% bid bond for bids exceeding $5,000, along with performance and payment bonds as required. The project is subject to California Labor Code prevailing wage requirements, public works contractor registration under SB 854, and compliance with nondiscrimination programs, the Fair Chance Employment Act, and California Civil Rights Laws. Bidders must disclose any use of Generative Artificial Intelligence in contract performance. Bids must be submitted electronically in PDF format to DPR.PWBIDS@parks.ca.gov.
