The City of Minneapolis is soliciting bids for snow plowing and removal services at the Minneapolis Convention Center (MCC), located at 1301 Second Avenue South. This procurement seeks a qualified contractor to provide all materials, labor, equipment, and related services necessary for comprehensive snow management operations across designated areas including exterior loading docks, marshalling yards, visitor and church parking lots, the MCC parking ramp, and 12th Street loading areas. The contract term runs from October 1, 2026 through April 30, 2027, with options for renewal and up to two additional 12-month extensions if mutually agreeable. Bidders must submit pricing for two primary service lines: cost per cubic yard for snow removal (plowing, loading, hauling, and disposal) at an estimated volume of 40,000 cubic yards, and cost per ton for furnishing and spreading a minimum nine-part sand to one-part salt mixture at an estimated volume of 50 tons. Contractors must maintain 24-hour, seven-day-per-week service availability with snow removal occurring within four hours of notification; when accumulation reaches two inches or greater, work must be completed between 10:00 p.m. and 6:00 a.m. Central Time with snow hauled away the same day plowing occurs. Minimum equipment requirements include three skid loaders with buckets, one front-end loader with haul trucks, one pickup truck with plow blade, and one sand/salt spreader, all equipped with poly edges. A mandatory in-person pre-bid meeting is scheduled for April 15, 2026 at 9:00 AM at the MCC Administrative Office; written questions must be submitted by April 17, 2026 at 12:00 PM, with addenda posted by April 21, 2026; bids are due electronically through the City's eSupplier Portal by April 28, 2026 at 1:00 PM CDT. Prevailing wage requirements do not apply to this contract; however, successful bidders must comply with the City's Living Wage Requirements per City Ordinance, Chapter 38. Successful bidders with cumulative contracts exceeding $100,000 must submit an Affirmative Action Plan to the Minneapolis Department of Civil Rights. All contractors must obtain Performance and Payment Bonds in the amount of $100,000 and submit a bid deposit of $5,000 (payable to the City of Minneapolis Finance Department) within three business days of the event close date. The bid document does not identify any incumbent vendors or existing contractors, nor does it specify an overall award value or budget range; however, the pricing structure for cubic yards of snow removed and tons of sand/salt mixture spread will determine the final contract value based on actual volumes and seasonal requirements. Subcontracting is discouraged and requires prior written approval from the City Project Manager. All submissions must be made through the City's Supplier Portal and are governed by the City of Minneapolis Supplier Portal User Agreement and applicable Minnesota statutes, including the Uniform Municipal Contracting Law and the Minnesota Government Data Practices Act.
