About this file

This is a bid specification document issued by the City of Minneapolis for snow plowing and removal services at the Minneapolis Convention Center (MCC), located at 1301 Second Avenue South, Minneapolis, Minnesota. The City seeks a contractor to provide all materials, labor, equipment, and related services necessary to remove snow from designated areas surrounding the facility. The contract term is seven months, running from October 1, 2026 through April 30, 2027, with an option for renewal at the City's request and potential extensions for up to two additional 12-month periods if mutually agreeable. Bidders must submit an Equipment and Contact List in Excel format documenting their resources and capabilities. The specifications detail specific areas requiring snow removal, including the exterior loading docks and marshalling yard, visitor and church parking lots, the MCC parking ramp, and 12th Street loading areas. Snow removal must occur within four hours of notification, and when accumulation reaches two inches or greater, work must be completed between 10:00 p.m. and 6:00 a.m. Central Time, with snow hauled away the same day plowing occurs.

Pricing is based on two line items: cost per cubic yard for snow removal (including plowing, loading, hauling, and disposal) and cost per ton for furnishing and spreading a minimum nine-part sand to one-part salt mixture with operator and equipment included. Prices are firm for the initial contract period, with potential escalation for extensions based on documented industry-wide cost increases, capped at the Consumer Price Index or five percent, whichever is higher, and requiring approval 60 days prior to contract year end. Minimum equipment requirements include three skid loaders with buckets, one front-end loader with haul trucks, one pickup truck with plow blade, and one sand/salt spreader, all with poly edges. The contractor must maintain 24-hour, seven-day-per-week service availability and submit detailed monthly service and maintenance records. The contract is non-exclusive, and the City reserves the right to hire additional contractors and reject any or all bids. Subcontracting is discouraged and requires prior written approval from the City Project Manager.
