Annual Citywide Intersection Counts
The City of Pleasanton is requesting proposals for annual citywide intersection turning movement counts to update traffic modeling software, with proposals due October 22, 2026 at 2:00 p.m., and contract award anticipated in December 2026. The scope covers turning movement counts at 174 intersections during AM (7–9 a.m.) and PM (4:30–6:30 p.m.) periods, with additional mid-day counts (2–4 p.m.) at 55 intersections. All approaches at listed intersections must be counted. The City has identified three intersections with unusual conditions (more than four approaches) requiring additional effort; proposals should identify these and any other locations needing supplemental costs. Data collection must use remote video with fixed cameras; video files must be provided to the City after counting is completed. Final data deliverables include 5-minute interval counts in PDF and Excel formats, peak-hour counts, pedestrian and bicycle counts per crosswalk, lane configuration diagrams, and aerial photography. The initial contract term is two years covering early spring 2027 and early spring 2028, with three optional one-year extensions for 2029, 2030, and 2031. Traffic counts for the first year must be scheduled for March or April 2027, with all counts completed by April 30, 2027 and final data delivered by May 31, 2027. Subsequent annual counts follow similar timelines. Previously collected 2025 traffic count data is available for review on request. Evaluation will be conducted on a best-value basis, with cost considered alongside proposal quality elements including data collection methodology, quality assurance processes, staff qualifications, previous experience with references, and overall data quality. Proposals must not exceed 25 pages and may be submitted in triplicate printed format or as a single electronic PDF. Interested firms must obtain a City of Pleasanton Business License and apply for a no-fee encroachment permit. Vendors must monitor weather conditions and traffic incidents via 511 and coordinate with Traffic Engineering to verify no City or School holidays conflict with scheduled counts.
