The City of Barnesville, Georgia is requesting qualifications and proposals for preliminary engineering, final design, and construction administration services on 2027 Community Development Block Grant–funded water and sewer infrastructure projects, with proposals due August 10, 2026 by 4:30 p.m. Section 3 Business Concern status and compliance are mandatory; responding firms must submit Section 3 self-certification and action plan forms to claim preferences. Respondents must be engineering firms with demonstrated experience on CDBG, Employment Incentive Program, Georgia Environmental Facilities Authority, Appalachian Regional Commission, and Economic Development Administration projects. Key submission requirements include company history and resources, federal-funds engineering experience, qualifications of assigned key personnel, current workload, scope and level of service proposed, experience with similar projects and three professional references, and fee percentages for preliminary engineering report, design, and construction administration.
