This acquisition is set aside for 8(a) Program Participants with a bona fide place of business in the SBA Los Angeles District Office service area. This Request For Proposal FA4610-17-R-0016 will be a Firm-Fixed Price contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 238210. All other firms are deemed ineligible to submit offers. The small business size standard is $15M. The Contractor shall provide the government with construction and warranty for the replacement of the generators and distribution lines at the Vandenberg Tracking Station (VTS) on Vandenberg AFB, California. All work shall be in conformance with the requirements of the contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services (including engineering/technical support), items and incidentals necessary thereto. The work is required in support of the 30th Civil Engineering Squadron, Base Civil Engineering activities. The Government intends to award on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation and subsequent amendments will be available via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. All potential offerors must be registered on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/portal/public/SAM/#1. It is important to read the solicitation completely, as there are terms and conditions that must be met by the prospective offeror in order for the proposal to be considered responsive. Any questions regarding this solicitation must be submitted via email to the points of contact listed in the solicitation.


Notice to potential offeror(s)/supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror of any cost.


A site visit is scheduled for 9:00 AM Pacific Time on Thursday, 05 October 2017 at the VTS Parking lot, Vandenberg AFB, CA. The purpose of the site visit is to view existing conditions regarding the solicitation and is not intended for contractors to present their capabilities. Contractors wishing to attend the site visit must RSVP in writing by contacting ALL the following individuals no later than 2 October 2017 at 12:00 PM Pacific Time. All attendees will be required to bring two forms of identification (e.g. Drivers license, Passport, etc.) to the site walk to gain access to the site.

Upon receipt of the RSVP, a confirmation of receipt will be sent from one of the Government parties with further information regarding the site visit.


Attendance to the site visit is not mandatory for contractors interested in proposing on the RFP; however, it is highly recommended.


All questions regarding the solicitation must be submitted in writing to the individuals listed above no later than 3:00 PM Pacific Time on 11 October 2017.


Proposals are due by 3:00 PM Pacific Time on 26 October 2017.

The Air Force intends to issue a solicitation, Request for Proposal Number FA4610-17-R-0016 Replace the Generators at the VTS (Vandenberg Tracking Station) on Vandenberg AFB, California, on or about 25 September 2017. The contractor shall provide all necessary labor, supervision, equipment, supplies, and materials to replace the existing pair of 1000 kW natural gas generators with diesel generators, along with all associated switchgear and equipment, install a new underground 12kV power line with manholes, and replace the site switchgear on Vandenberg AFB. The Award is contemplated as a competitive 8(a) set-aside geographically limited to 8(a) Program Participants with a bona fide place of business in the SBA Los Angeles District service area. The NAICS code is 238210 and the size standard is $15M. This acquisition will be procured pursuant to the requirements in FAR Part 15 Contracting by Negotiation and FAR part 36 Construction and Architect - Engineer Contracts. All potential offerors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, System for Award Management (SAM), lack of registration in the SAM will make an offeror ineligible for contract award.
