This acquisition is a total small business set-aside. This Request for Proposal FA4610-18-R-0011 will be a Firm-Fixed Price contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 238210. All other firms are deemed ineligible to submit offers. The small business size standard is $15M. The Contractor shall provide the government with a complete engineering design, construction and warranty for the replacement the existing three 70kV SF6 circuit breakers at electrical Substation E with three vacuum breakers on Vandenberg AFB, California. All work shall be in conformance with the requirements of the contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services (including engineering/technical support), items and incidentals necessary thereto. The work is required in support of the 30th Civil Engineering Squadron, Base Civil Engineering activities. The Government intends to award on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation and subsequent amendments will be available via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. All potential offerors must be registered on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/portal/public/SAM/#1. It is important to read the solicitation completely, as there are terms and conditions that must be met by the prospective offeror in order for the proposal to be considered responsive. The purpose of the site visit is to view existing conditions regarding the solicitation and is not intended for contractors to present their capabilities. Contractors wishing to attend the site visit must RSVP in writing by contacting ALL the following individuals no later than 22 October 2018 at 12:00 PM Pacific Time.

The Air Force intends to issue a solicitation, Request for Proposal Number FA4610-18-R-0011 to replace existing 70kV SF6 circuit breakers at electrical substation E, Vandenberg AFB, California, on or about 09 October 2018. The contractor shall provide all necessary manpower, material, services and transportation necessary to replace three existing 70kV circuit breakers at Substation E with three vacuum breakers on Vandenberg AFB. The award is contemplated as a 100% Total Small Business Set-Aside. The NAICS code is 238210 Electrical Contractors and Other Wiring Installation Contractors and the size standard is $15M. This acquisition will be procured pursuant to the requirements in FAR Part 15 Contracting by Negotiation and FAR part 36 Construction and Architect - Engineer Contracts. All potential offerors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, System for Award Management (SAM), lack of registration in the SAM will make an offeror ineligible for contract award.
