DEPARTMENT OF THE AIR FORCE

30TH SPACE WING (AFSPC)

GUARDIANS OF THE HIGHER FRONTIER

Contract No. FA4610-18-R-0011; XUMU 09-1452B, Repair 70kV Breakers, Substation E – Request for Information (RFI)

1. Question: Are as-built drawings available for this project?

Government response: Any available as-built drawings will be made available after award.

2. Question: How are the GIS and GPS requirements listed in the solicitation to be applied to the particular project?

Government response: This will be determined after award during design.

3. Question: Do the exisiting breakers contain lead or asbestos?

Government response: No.

4. Question: It is our understanding that the existing breakers remain property of the government, where are the removed existing SF6 breakers to be relocated?

Government response: These are to be delivered to DLA Disposition Services.

5. Question: What type of relays are controlling the existing breakers

Government response: This will be determined after award during design.

6. Question: The block 13 of the SF1442 indicates the bid due date of 15 Nov 2018.

Amendment 0001 (Block 11 of the SF30) indicates that the bid due date is going to be extended. Is this an error or is the bid due date going to be extended? Please advise.

Government response: The check block stating the proposal due date was extended on the SF 30 for Amendment 0001 was mistaken check. Amendment 0001 did not extend the proposal due date.

7. Question: Do you need the contractor to replace all control wiring for breakers? The control wiring seemed fairly new during job walk.

Government response: The control wiring has recently been replaced. This is deleted from the project scope.

8. Question: Does VAFB want standard or higher voltage rated bushings due to voltage break-over?

Government response: Bushings should have additional creepage distance to account for our salt fog environment.

9. Question: Will Vandenberg A.F.B provide the relay and SCADA files?

Government response: Any available files will be made available after award.

10. Question: Do the SF6 Breakers need to be removed from the site by the contractor?

Government response: Yes.

11. Question: Does the SF6 Gas need to be removed from the breakers before dismantling?

12. Question: Does the volume of gas in the breakers need to be determined prior to removal?

13. Question: Will there be control power (120V, 20A) in the control house during the removal process?

Government response: This cannot be determined at this time. Contractor must plan to provide a generator.

14. Question: Who is responsible for de-energizing the breakers?

Government response: 30 CES.

15. Question: What Utility feeds this station?

Government response: Ultimately, all power to the base is provided by PG&E.

However, the line of demarcation is at the base switching station.

16. Question: Is there means of lock-out, tag-out?

17. Question: Are there breaker schematics available for the existing SF6 Breakers?

Government response: Any available schematics will be provided after award.
