This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation number is 70FBR918Q000000SH and is issued as a request for quotes (RFQ). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-95.
The associated North American Industrial Classification System (NAICS) code for this procurement is 531110 - Lessors of Residential Buildings and Dwellings with a small business standard of $27.50M.
This requirement is a total small business set-aside.
The Department of Homeland Security, Federal Emergency Management Agency (FEMA) requires the lease of space for volunteer housing in accordance with the attached statement of work (SOW). Housing for the following dates are needed:
• Base Period - From January 4, 2018 - April 20, 2018.
• Option Period I: April 21, 2018 - July 20, 2018
• Option Period II: July 21, 2018 - September 15, 2018
This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award.
The following commercial item terms and conditions, hereby incorporated by reference, shall be complied with by the selected offeror:
1. FAR 52.212-1, Instructions to Offerors - Commercial Items
2. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected vendor shall submit a completed copy of the listed representations and certifications.
3. FAR 52.212-4, Contract Terms and Conditions - Commercial Items
4. FAR 52.212-5, Contract Terms and Conditions To Implement Statutes or Executive Orders - Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34.

Evaluation with be conducted in accordance with FAR 13.106 and award will be made on a lowest price/best value basis to provide the required services per the SOW by the date required and price. Preference will be given to vendors in the
defined areas per DR-4235 in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 USC 5121, et seq.). Per FAR 26.202, in order to be eligible for preference, vendors must have their primary business location in the affected area (Saipan). If your business is not in the included affected area, you can still provide a quote, however preference will not be given.
Quotes are due on Thursday, December 14, 2017 at 3:00 PM Pacific to be submitted by email to: Andrea.brunsman@fema.dhs.gov.
Quotes must include:
1. Description and address of proposed housing.
2. Pricing for housing per the SOW, broken out by the three periods of performance. Include all costs/services included in pricing.
3. Certification that their primary business location is in the affected area of DR-4235.
4. DUNs number and SAM.gov registration proof.
5. Offeror Representations and Certifications - Commercial Items per FAR 52.212-3.
