Statement of Work FEMA is currently funding invitational travel to support a home repair and rebuilding program on Saipan for families impacted by Typhoon Soudelor. Commonwealth Advocate for Recovery Effort Commonwealth of the Northern Marianas Islands (CARE CNMI), the Voluntary Agencies in Disasters (VOAD) Long Term Recovery Committee, is leading the program. The intent of the program to help FEMA-eligible applicants with documented unmet housing needs. CARE will provide the coordination with volunteer agencies to schedule volunteers, while FEMA is coordinating with the individual volunteers to coordinate the logistical/travel arrangements. The program is being implemented in a multi-phased approach. The primary source of labor will be skilled construction volunteers from the National Disaster Relief organization, Mennonite Disaster Services (MDS). This labor is coupled with hired labor from local contractors (through FEMA Disaster Case Management), as well as local volunteers who will assist with site preparation and clean up.
Initially, CARE had secured housing for 17 volunteers in a government owned facility. This facility is no longer available to house volunteers. Subsequently, FEMA contracted housing for volunteers. The rebuilding program is still ongoing and the original housing contract is ending.
In order to continue the Repair & Rebuild Program, FEMA requires housing for volunteers. The minimum requirements are:
Minimum Requirements
· Base Period – From January 4, 2018 – April 20, 2018.
· Option Period I: April 21, 2018 – July 20, 2018
· Option Period II: July 21, 2018 – September 15, 2018
· Housing for 20 volunteers allowing for a maximum of 10 volunteers per house
· Utilities included
· Lawn maintenance included
· Safe and Secure (windows; door(s) that lock; assessable ingress/egress - if multiple levels, secure stairs; indoor plumbing (restroom (shower/toilet), kitchen); air conditioning; fire suppression/ fire extinguisher)
· Access road to proposed houses are safe and accessible via 2 wheel drive car
· Air conditioning included.
· Kitchens with stoves, no other appliances are required.
Furnishings will be provided through CARE and donated resources such as beds and bedding, kitchen dishes, utensils, appliances, furniture, and necessary household items. Items of note include 2 additional standard 18-20 cubic ft refrigerators. Due to the nature of this work volunteers will be rotated in and out of housing every 3-4 weeks; there will be consistent turnover of residents within the housing provided.
