This requirement is conducted under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Requirement. This is a notice of intent to award a sole source procurement action and is not a request for competitive quotations. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent supply as described above. Interest parties must provide rationale as to why they should be considered. All interested firms must respond to this synopsis by Friday, September 30th 2016, 2:00 pm, PST.

All responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the description for the Government. Information received will normally consider solely for the purpose of determining whether to conduct a competitive procurement. USCG Base Alameda
Contracting Office will not reimburse for any costs connected with providing the capability information.
REQUIREMENTS:
The contractor shall provide services as the Secretary for the Area Maritime security committee (AMSC). The San Francisco Marine Exchange (SFMX) will also serve as the liaison and facilitator between the US Coast Guard and all San Francisco Ferry companies for the San Francisco Vessel Mutual Assistance Plan (SF-VMAPS) implementation. Additionally the vendor will provide 24 HRS operational support for the San Francisco Vessel Mutual Assistance Plan (SF-VMAP) activation and grant access to their AIS system in case the of failure of Coast Guard own AIS monitoring system.
