Statement Of Work For USCG Sector SF Membership to the SF-Marine Exchange Start Date: 01 Oct 2016 – 30 Sept 2016
A. GENERAL INFORMATION
1. Title of Project: Continue current membership to the SF Marine Exchange with access to vessel identification system (AIS) and the San Francisco Vessel Mutual Assistance Plan (SF-VMAP).
2. Scope of Work: The contractor shall provide services as the Secretary for the Area Maritime security committee (AMSC). The San Francisco Marine Exchange (SFMX) will also serve as the liaison and facilitator between the US Coast Guard and all San Francisco Ferry companies for the San Francisco Vessel Mutual Assistance Plan (SF-VMAPS) implementation. Additionally the vendor will provide 24 hr operational support for the San Francisco Vessel Mutual Assistance Plan (SF-VMAP) activation and grant access to their AIS system in case the of failure of Coast Guard own AIS monitoring system.
3. Background: US. Coast Guard Sector San Francisco has a long standing partnership with the San Francisco Marine Exchange (SFMX). From vessel monitoring, to vessel assistance and being the main liaison with industry and commercial passenger vessels in the area. It is critical for Sector San Francisco’s Captain of the Port (Sector Commander) to remain affiliated with this company for reasons stated above.
4. Type of Contract: This will be a 5 year contract with a base contract of FY 2017 and 4 additional year options. Expect a 3% increase in yearly pricing per the vendor.
B. CONTRACTOR REQUIREMENTS
1. Vendor shall remain as Secretary for the area maritime security committee and provide access to vessel identification system (AIS) backup system website via log in method.
