This pre-solicitation notice provides advance notice that the Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility intends to award a firm-fixed price contract for Continuous Maintenance Availability 3A1 on the USS MOMSEN (DDG 92) from October 31, 2022 through November 18, 2022. The solicitation will be sent to all Master Ship Repair Agreement or Agreement for Boat Repair holders with approved agreements for repair or alteration of the USS MOMSEN within the Pacific Northwest region. Responses to the forthcoming solicitation will be due by June 16, 2022.

The acquisition is set aside 100% for small businesses under NAICS code 336611, Ship Building and Repairing, with a size standard of 1,250 employees. All work must be executed at the PSNS/IMF Everett Detachment Shipyard. Respondents must be registered in the System for Award Management to receive an award.

The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Everett, Washington intends to award a stand alone firm-fixed price contract to accomplish Continuious Maintenance Availability (CMAV) 3A1 on the USS MOMSEN (DDG 92). 

This acquisition is planned to be set aside 100% for small businesses that fall within the 1,250 size standard, under North American Industy Classification System (NAICS) code 336611 (Non-Nuclear Ship repair West), in accordance with Federal Acquisition Regulation 19.502-2.

The expected period of performance is October 31st 2022 - November 18th 2022. 

The government intends to solicit for offers from prospective contractors that previously executed a master agreement; or have not previously executed a master agreement, but possess the necessary qualifications to perform the work and agree to execute a master agreement before award of contract.  The Government will send solicitations to all Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) holders, with Approved agreements, for repair or alternation of the USS MOMSEN within the Pacific North West Region.  The Government will not exclude any company that has requested a solicitation.   All work for this solicitation will be executed on the PSNS/IMF Everett Detachment Shipyard.  

All offerors must be registered with the System for Award Management (SAM) to receive award of Government contracts. Offerors are advised also that SAM representations and certifications can be completed electronically via the System for Award Management website at https://www.sam.gov.
